At http://www.management.com.ua/news/index.php3?news_date=2004-03-04 the text of the article (dated 4 March 2004) says that the National bank of the Ukraine has established this symbol for the Ukrainian currency. The graphic symbol for the hryvni is based on the handwritten variant of the Cyrillic letter g as in grivnja (pronounced hryvnia in Ukrainian).
